We post this interesting statement ...

Declaration of the CGT union territorial staff of nine cities in the urban community "is all" for the first Community Council.

The truth is that mayors have built this intermunicipal alone. At no time, staff or their representatives have been asked to affect the construction when it was conceived, where it develops.

When all this first phase leading to the creation of the official birth of this new local authority, union representatives, from time to time, been formally informed decisions when they were simultaneously published. And that's it! At this new territory, the unions were once received by the mayors, November 4, 2009, meeting concluded with the promise of rapid extensions that have never occurred.

All told, this absence of dialogue is of great concern: what is there to hide? what are your real intentions? What justifies a creation meant to improve the public good, supposed to be built for many people, worked out by excluding the public, private, and even their unions?

This intermunicipal we do we are not opposed in principle, because the pooling, sharing, exchange between neighboring cities are moving that we support and why we fight. But we also know that the hour is to retrieve values for purposes often much less noble. In this case, the grid of the country in intercommunal respond very clearly to the designs of reduction of local public services.

The creation of this urban community could be a chance, an opportunity, an opportunity to invent new practices for greater democracy, greater equality, independence and responsibility for personnel, more spirit of public service based on greater serenity in labor relations. It could also be an opportunity of questioning masked quality and extent of local public services by streamlining authoritarian organizations, increased privatization of services, for a competition and a greater individualization even today the management of personnel.

You understand that the sidelining of trade unions during this first phase, the practice of secrecy, and the experience we have of the management of the nine towns making up the intercommunal inclines us to fear the second term of the alternative it suggests to us first.

To safeguard the interests of employees, we have grouped our demands in a draft memorandum of agreement which addresses both the democratic rules of personal status of the new conditions of employment, which was sent to you. It is up to you to begin negotiations to a swift agreement could be reached. So can you reassure the staff about your intentions.

Otherwise, you should expect large mobilizations, because we will oppose that personnel transfers take place without the prior signing of a Memorandum of Understanding.

And to prevent this new community is only another opportunity to play off the personal of the cities concerned, we hope that this protocol provides the basis for an overall appreciation for all staff of the territorial civil service throughout the territory.
