SEDIF and East Ensemble: letter to elected community-es

On April 21, 2010

For elected in the General Community Council
Urban Community Is All

Subject: Water management in the territory of agglomeration.

Dear

At the meeting of Community Board 16 February 2010, with all elected officials, you approved the interim management agreement with the drinking water SEDIF for a period of one year. You have, at the same time, accepted a technical and financial study be conducted to study the best method of management for water users in our territory.

You certainly know the criticisms made against the current management of SEDIF. Indeed, for several years now, its opaque management, its high tariffs, inadequate maintenance of the network are singled out. Particularly through organizations like the UFC Que Choisir, who in 2008 was estimated at 90 million euros per year (on a contract of 375 million euros) that called overcharging.
Another study, commissioned by SEDIF own view of the possible savings of 40 to 45 million euros per year!

The sliding scale that makes water less expensive for large consumers (businesses and communities, which enjoys full Neuilly-sur-Seine) is another aberration social and ecological. While the poorest, according to a survey of users of the Observatory of sanitation, water can see the load amount to 9% of their budget on the territory of SEDIF!

Under these conditions, you understand that we issue, at least, the largest reserves to continue the delegation of management of water distribution in SEDIF.

The study will be conducted must be an opportunity to review the terms of a management cheaper, more democratic, more concerned with environmental and social issues.

These are the reasons we hope that this study examines the feasibility of a public water management.
On this view, it is good to know that all experiences back from a delegation of public service of water management to public management have been directly the cost of water down.

A comprehensive study that would examine all aspects necessary for a complete analysis of the situation requires sufficient time to allow the firm to be authorized to that effect. Firm that we want, of course, independent of any private interest.

Therefore, we ask: What is
-examined and updated technical knowledge of water purification facilities and networks and distribution in the territory of the city. "What
be studied and updated the ownership of these facilities.
-What is considered the balance sheets records to establish the financial flows and volumes in the territory of the city.

In the studies on the future management mode, we hope that, as part of the study on public management, the firm works with "Eau de Paris" to appraise the conditions for a rapprochement.

Finally, management of water, like everything else public case being citizens, we hope that the results of the study are brought to the attention of citizens and discussed by them at public meetings in each cities involved and that each Councils debate and vote on this issue.

Clear Lip Piercing Retainers

Is Set: marriage continues, but the passion has disappeared (Community Council 13 April 2010)

The meeting convened at 18:00 begins only 30 minutes late, and even in the absence of a number of "delegates", including several mayors.

1 - Minutes of the last meeting was adopted unanimously.

2 - Adoption of accounting

How should decisions and on what lengths will amortization. Adopted unanimously.

3 - Budget 2010

Kern: "our interco advance but no local administration, and I want to thank the Directors General and Deputy ..." even modest budget simple, but symbolic decisions. The vote to grant the Haitians, and the bottom of assistance to municipalities.

Compensation for 2010 of the Business Tax is exactly the amount of TP in 2009, to the penny. It is a loss for cities already since it does not take into account increases predictable.

Few decisions, but then Pierre Desgranges (related to group Voynet Montreuil) on behalf of the office, mentions the cost of allowances to be elected from among the decisions (a way of making everyone agree?) ...

Nabil Rabhi (related to group Voynet Montreuil) asked why there is provided a property tax for local assembly then what will become the tenant.

An administrative officer is allowed to answer that it is a building service, "the habit is either passed on to the tenant, but it is an element of negotiation."

Following the intervention of the inhabitants of Plateau in Bagnolet, Bertrand Kern took the floor to deny the distribution of leaflets to elected officials.

Mr. Peries (MRC Chevènement Pantin) suggests that the business tax has declined each year since then it increased it is now exactly constant ... The community of chipboard does not move fast enough, he said. The specific allocation to the community agglomeration decline in two years if the delegations are not actually transferred.

Mariama Lescure for Alter-Agglo93 explains the vote of abstention: did not participate in the preparation of decisions by due diligence. "We expect to be provided for the extension of public service territories as you promised," she said Bertrand Kern.

4 - Rates of contribution relay Financial Enterprises (formerly Professional Tax)

Desgranges The same refers to the fusion rates: Is Ensemble's office decided to smooth tax work in different cities over 2 years.

Mr. Thoreau (UMP Pantin) requires smoothing over 3 or 6 years to lessen the increase for businesses. Mr. Kern

exclaims: "You do not have enough data to businesses, Mr. Thoreau? ("And you, Kern, how have you paid to companies, how many privatizations have you sustained?" One might answer him ...). He also explained that a faster rate smoothing can recover more co-payment from the state.

UMP 5 NAYS - 1 abstention MODEM - The remains.

5 - Sanitation budget

Everbecq was absent (having learned the presence of his disgruntled citizens) is that it is launching ... Kern

Abstain 6 (UMP, MODEM) for the rest.

6 - Transfers of loans to cities interco

7 - Royalties communal sanitation

1 ABSTENTION: MODEM.

(At this point we must ask the question, since it is not from the MODEM explanation, is it to abstain on any showing that the MODEM is neither for nor against, neither right nor left, or anywhere, or anywhere else, etc.).

8 - Transfer of Procurement cities to the urban community

Adopted unanimously

9 - Household waste and transferred to SITOM93 SYCTOM

A Mr. Montigle intervenes: "Since you voted last time membership Is all of this folder is obvious, "is the word of the expert who cancels any debate on the issue. It is please the sheep to have a good shepherd ...

Adopted unanimously.
